Cong explained that China respects the territorial integrity of all countries and would support negotiations between Russia and Ukraine to resolve any issues. As yet, Western powers do not recognise Moscow's annexation of Crimea or its occupation of the Donbas region. Although China's foreign ministry reiterated its opposition to the intervention in Ukraine's internal affairs in April 2022, it has not officially denounced Russia's invasion of Ukraine. During the recent 2023 Europe-China Business Summit, the China-EU relationship cooled due to Beijing's continuing relationship with Moscow.
